2-02 Amend name of GAWnonAffiliated program
Introduction
The program table contains two "non-affiliated" entries, one used in GAWSIS (and OSCAR) to be used for observations not affiliated with GAW, and one more generic indication that an observation are not affiliated with any program in the context of WIGOS. Both entries are needed for the current implementation of GAWSIS and OSCAR, but it would be helpful to indicate the difference also in the program name, not only in the path and definition.
With the current state, users might confuse the two entries. Using "GAWnonAffiliated" instead of "nonAffiliated" in OSCAR by mistake, leads to additional effort with the GAW team.
Amendment details
Include "GAW" in the name of the entry with notation "GAWnonAffiliated", so that it is easier for the users to distinguish the entries:

The GAW Secretariat suggests that the stations under GAW/Non-affiliated can be moved to Non-affiliated. The entry GAW/Non-affiliated can be removed. If a station conducts atmospheric composition observations, it can select from multiple options. Additionally, the 'GAW other elements' category may include more entries for groups of stations that are not affiliated with any existing program but are part of a national network, such as NOAA-GML.

I don't have a problem to have this GAW/Non-affiliated entry removed from the code list, not least to prevent its use in future. However, the consequences for OSCAR/Surface need to be considered. The existing entries need to be migrated, and MeteoSwiss must not do this without authorization by WMO. @sergimorenovalero: please support @fstuerzl with a table of stations/observations that need to be migrated and where to.

Dear all, WMO Secretariat authorises Meteoswiss to migrate the stations under GAW/Non-affiliated to Non-affiliated category and remove the GAW/Non-affiliated category.
