Using alternative compiler on windows

I would like to see the ability to use alternative compilers on windows, other than msvc. for example using llvm-mingw as a compiler.

can there be support for windows ARM32? it's very much alive with the surface RT1 and 2 devices that run windows 10 15035 and the community would like to see...
