Update to Quasar 0.17

Current Quasar version is 0.17.20 and the project is using a bit older version (0.15.14).

Actually I did an update and almost everything works fine except the "pages/develop/official" markdown files that cause a compilation error. I commented it out and the project compile and run without problems. Also it was needed to remove some code in the "index.template.html" and I don't know if this code can be updated or if its removal could cause any impact in the project behavior.
