feat: add version command

Adds a version command and updates Cargo.toml to be the source of truth for the version

@withered-magic i would appreciate if this and other prs can be checked in and another release be made 🙏 i want to add this wonderful LSP to my company's repo but not having an easy way to get the version in addition to this PR are blocking me from adding it
