Upgrade to Astro 1.4.7
What kind of changes does this PR include?
- Updates Astro to
1.4.7(latest release)
Description
This is needed for work on offline support since vite-plugin-pwa needs Vite 3.1.0 or greater, and Astro 1.2.1 (what the docs site is currently on) uses Vite 3.0.9. I figured it would be much easier to get this done quickly in a separate pr to keep things tidy.

Hey @delucis, thanks for the comment. It's just been brought up a couple of times, and I thought I would take a shot at implementing it. It would be an opt-in system, which means it wouldn't affect development most of the time.
I've requested talking about it be added to the agenda for the next community call so that everyone can add their thoughts in one place.
