Add "In Progress" section to the Translation Overview Status

We currently only have the "Missing" and "Needs updating" sections, the idea is to add a third, "In Progress" section tracking open PRs affecting missing/needs updating pages.

Bonus points: add a bot comment in "In Progress" PRs that have been affected by new changes in the English Docs pages, this way we can ensure we are not merging a page that isn't 100% updated.

@hippotastic I'm not sure whether you have seen this Issue, but I'm tagging you in to comment here about what this might look like, how much work this might be, and whether there is any good reason not to try to do this!
