Fix "renew certs" for newer Kubespray clusters

The command line interface of kubeadm' changed a bit:

  • Used commands aren't alpha anymore
  • --apiserver-advertise-address is gone for kubeconfig user (it works as expected without)
  • --config is required for kubeconfig user
