macOS: Do not disturb is not respected

What steps will reproduce the problem?

1. Switch on macOS do not disturb
2. Receive a call
3. ...

What is the expected result?

When do not disturb is activated system wide, my expectation is that I do not get disturbed, in this case that I do not hear the incoming call sound.

What is the actual result? Do not disturb disables the notification that shows up to answer the call but still plays the ringing sound.
