Dispatch modal.open from inside the callback function using the Confirmation Modal

I have a modal component and this works as expected everywhere, when i run the below code inside the callback from the confirmation modal the modal seems to open, as the backdrop shows but the content of the component never gets rendered. I have tried this with a number of modals and all do the same.

I tried to dispatch a custom event and open the modal inside that but still get the same, backdrop no content?

$this->dispatch('modal.open', component: 'modals.adn-declaration', arguments: []);
