Add compilation for different clouds in the console

I'd like to be able to compile my code to all supported cloud and provisioning engines though the Wing console's UI and see the resulting artifacts in the console (or be able to download them)

Nice @cyclimse! For reference, I recommend checking #1576 to see how @marciocadev has added the AWS CDK target. I see that Scaleway has a Terraform provider so the easiest, better performance will probably be to add tf-swy similar to tf-aws

Just to be clear, I haven't started working on an implementation :sweat_smile:, but it's definitely something on my TODO list haha. Hopefully, I will get going on this before the end of summer.
