Add support of PIE

[macintoshplus]

PHP Installer for Extensions (PIE) replace PECL.

To add support for this tools, we need:

• [x] add composer.json
• [ ] Change the DLL name in the ZIP archive
• [ ] Change the archive name (see documentation)
• [ ] publish a new version
