docs: improve GitHub PAT explanation

  • Highlight GitHub PAT requirement in the Install section
  • Expand, correct, and clarify the API Rate Limit section
  • Spelling corrections

Due to the number of GitHub repos in the package index files, it is a requirement now for deb-get to use a GitHub PAT. As such, highlight this requirement in the Install section. Also clarify the explanation in the API Rate Limit section.
