add external repository structure into EXTREPO.md

EXTREPO.md is not clear on what structure should be ,so we directly put all resources on root of repository,and It did failed to deb-get update which confused me for hours,I realized it's wrong structure of my external repository after checking the raw code,hope the additions would help
