MacOS Dvorak-QWERTY ⌘ support

MacOS supports a keyboard layout called Dvorak-QWERTY ⌘, which acts like dvorak when typing, but shortcuts which use modifier keys use their QWERTY counterparts since many shortcuts are position-based rather than acronym-based. PyCharm definitely doesn't support this layout, and this keyremapper doesn't seem to help things either.

I imagine there is no simple solution for this, I just wanted to document in case someone else ran into the issue.
