Map vote just refreshes every 5 seconds and then finally changes to a map no one voted for

I switched gamemode to Enhanced Prop Hunt, and this is what started happening. Enhanced Prop Hunt says to use this map voting system, so it claims to have support with this.

The last time this happened was 13 seconds left before hunters could move around.
