add post-update prompt to syndicate post

instead of auto-syndicating when a post is created or updated, snowflake should prompt the author underneath the "Post published" notification. This should be simple and provide a preview of what will be posted to Twitter, et al. Ideally, this should also allow for the tweet to be edited before posting.
