Is it possible to create scale and crop?

Hi, I need to scale image and crop, but crop only from the vertical top? If I pass like 1280x600, then it centred image. If I pass like cy0,cx0,cw1280,ch600 it cuts the image without cropping it. Thank you

Or maybe something like a pipeline to produce multiple operations?
