Displaying accessibility toolbar causes H5Ps to appear with scrollbars

When you have the accessibility toolbar turn on at the top of the site, H5Ps will suddenly have scrollbars when they typically would not have scrollbars. A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

On a site with H5Ps, such as the accordion H5P, do the following:

  1. Go to your user profile
  2. Click on Accessibility
  3. Activate "Enable accessibility toolbar"
  4. Locate an H5P (such as an accordion activity) on a site
  5. Notice that a scrollbar appears where it did not appear before. There is also more white space at the top of the H5P.

Expected behavior Using the accessibility toolbar should not cause scrollbars and sizing issues that did not exist before the toolbar is on.

  • Moodle version: 4.0.9+ (Build: 20230707) and prior
  • Moove version: 4.0.7 (Build: 2022062007)
  • Browser: Noted on Chrome

Additional context The reason this is a problem is because it is actually causing an accessibility problem for our DeafBlind Project clients.

This is also an issue with the quiz activity. When the accessibility bar is enabled, the "submit" button for the question is not visible.

This is presenting a conundrum for a client who uses H5P activities (embedded in iframes) extensively. The bottom of the H5P, which includes the next-previous controls and sometimes submit buttons, isn't visible when the accessibility bar is displayed
