Describe the bug Not Freezing the photo of student in a Quiz Module

To Reproduce Steps to reproduce the behavior:

When we add all questions on one page, the photo of student and the navigation panel disappears while scrolling down.

• When teacher is proctoring the exam, he can not verify the student name and picture
  

• also navigation panel  is not useful when student is attempting after scrolling down.
  

• flagged questions etc can't be seen at all time
  

I reported it into Moodle 4.0 but as We can see, Moodle 4.0 core has already solved it in Boost theme. We can't see the behavior in Moove theme.

Expected behavior Navigation panel should be freeze when we scroll down.
