I hit this every day and it's enough of a bug to make me not use flyout panels. It's pretty annoying. I may try to fix it...
This is not fixed, but seems like less of a problem. When it's gone wrong, it isn't that I have to "double click", but that I have to click twice....
I just hit this bug, then I clicked on below the files list and above the miniterminal to focus the flyout panel. The problem went away.
