Add ability to enable ARP ping

This is my first time creating a pull request, so if I'm missing anything please let me know.

The PHP 5.3 test failed due to "PHP 5.3 is supported only on Precise."... Should I update the .travis.yml or is that something the maintainer should normally do?

@dcabanaw could you indeed update the .travis.yml file to remove the PHP 5.3 support? Also, could you please run this tool: http://cs.sensiolabs.org/? Thanks!
