Transaction recovery scaledown processing is blocking

The scaledown transaction recovery processing blocks at two places

• when server is restarted to apply the system properties variables which are needed for smooth recovery process
• when recovery SCAN is running

The processing of those actions should be run asynchronously and it should not block other processing that operator runs.
