Redactions in Marisol don't remove the PDF's 'text layer'

Redactions in Marisol do not remove the 'text layer'/text showing operators of a PDF file. i.e. While the portion of a PDF file that previously contained visible text is now redacted, its content can still be copied in full. Is this by design?

Marisol Redaction is a lie. It does not work. The text layer is there. It was my latest hope to find an open source library, unfortunately it does not work.
