Managing tags should require login

At the time I'm writing this, I can add tags while I'm not logged in. Shouldn't this feature require the user to be logged in, just like you need to be logged in to edit a compendium?

Perhaps I should be able to manage tags only on the edit page? That way, we have an "edit mode" where the user can edit stuff and a "presentation mode" that is read only.

Article edits require login for two reasons: 1) we need the user to be logged in to be technically able to track who edited what, 2) we want to reduce chances of bot spam. Currently, tags edits are not tracked, so there is no technical reason for requiring login for tag edits. This leaves only the bot spam issue.

Of course, It would be nice to track tag edits as well, which speaks in favor of requiring login, and linking tags directly to articlecontents rather than articles, as suggested in #356.
