Narrow is too narrow

In #383, the explicit width of ULS menu was removed and which caused this issue: The menu is too narrow. This ia also reported at https://phabricator.wikimedia.org/T318633 image

We have this style now and it is not responsive to screen sizes too. May be we need to use media queries to get correct behavior

	min-width: 180px;
