dtslint is deprecated and has vulnerabilities

On https://github.com/microsoft/dtslint#readme Microsoft states that dtslint as a separate tool has been deprecated and newer versions are not intended to be used on its own. #22 attempts to fix its vulnerabilities but due to its deprecation this does not address the root problems.

Probably we should migrate to something like tsd?
