speedy: better identification of page author

So when tagging for deletion in Twinkle, there is an option to message the creator. Sounds like there's 2 different algorithms Twinkle uses to identify the author, depending on the type of deletion.
- AFD/PROD: checks the edit history and identifies the author of the first non-redirect
- CSD: checks the edit history and identifies the author of the first revision (can be a redirect)
The problematic edge case mentioned by Robert is an AFC person moving a user sandbox somewhere else, and then the owner of the sandbox starting a new sandbox over the left-behind redirect.
@siddharthvp gave the idea of using the AFD/PROD algorithm for "CSD criteria that are [not] applied to redirects". Which CSD would these be though? Redirects can occur in any namespace. Feel free to flesh out the idea.

Everything excluding R* and G*, but including G11, G12, G13, I think.
