Deletion tags should sort to the top

Current behavior while cleaning: here ({{mfd}} is sorted to the bottom)

Ideally, {{mfd}} and other deletion tags should be moved to the top during the cleaning process.

Marking this as a bug because deletion tags obviously are at a higher priority than "declined" or "submitted" tags, and the script's current behavior conflicts with the expected behavior.
