TLDR version: some versions of IE cause reviewers to reject instead of decline. Possible solutions include version checking to use older AFCH versions, or just disabling AFCH for incompatible IE versions (similar to Twinkle)

There's just one version of IE today on which MW loads any javascript: IE 11. Not sure if there were other versions supported in 2019 (I think not).

Tangential comment: twinkle is fully compatible with IE 11.
