Block chatbar when bot lacks permission for handling webhooks

Is your feature request related to a problem? Please describe. No matter if the bot has Manage Webhook permission or not will it still show "Message #" on the crate/embed when the user itself has it. That causes issues where you can send a message in the embed, but it won't be displayed nor delivered.

Describe the solution you'd like When the bot lacks permissions to Manage Webhooks should the chat bar be disabled, similar to when the User itself lacks the Send Message permission.

Describe alternatives you've considered There aren't any as the bot would ignore channel specific "View channel" permissions applied to the bot, which previously hid the channels.
