Get CICD pipeline built out again in v1

Description

In v0 much of the CICD pipepline was completely automated. We choice to keep it manual for a couple release to ensure everything went as planned, but it's time to move that back to completely automated.

Suggestions

Make sure you have protoc 3.19.4 installed. All of this was already done in v0. This should make a great starting line for the v1.

This has 3 sub section - a release drafter for GitHub, a publishing to pypy, and the automated bump version.
