Catalogue all wof:placetype_local values

We began harvesting new wof:placetype_local property values from the Statoids import data (type column), which need to be catalogued in this repo like other placetypes.

Per https://github.com/whosonfirst-data/whosonfirst-data/pull/906#issuecomment-324789942, these new "local placetypes" need to follow the same naming conventions (basically lowercase a-z and underbars, if necessary).

For example, the "wof:placetype_local":"l.g.a." would need to be changed to "wof:placetype_local":"local_government_area"; neither l.g.a or local government authority would be valid.
