Rebuild awscli package

Current awscli package is using version 1.11.119

Latest version awscli is 1.11.129

Just doing a rebuild will update the version.

Is there a way of pinning it in the Dockerfile? That way we can update it with a PR without having to deal with Docker Cloud's web UI. 😆
