Allow users to contribute to existing exercises

When feature/exercise-crowdsourcing is merged, it will be possible to contribute new exercises, but not to existing ones.

We woul have the same restrictions in place (confirmed email, account older than X days) so that it would be possible to submit new images, correct a typo, add a new translation, etc.
