EPSGs Where Unit is FT

The UnitsToMeters factor is 1 for all EPSG Codes. That doesn't look right. I have tested using grid 6785 where the unit is ft. When drawing two points that should be 10 meters apart, the real distance is about 2.8 ft which is 0.85344 meters. Is there a cure for this in proj9 database?
