Bookmarks Bar Unpopulated Most Times on Mac arm64

Bug description The contents of the bookmarks bar only appear about every third time on launch (with 'toggle bookmarks bar' set to true) while running a ci-build version for mac arm64. After adding or removing a bookmark, the bookmarks bar re-populates.

This behavior does not manifest on mac x64.

To Reproduce Build for mac arm64. Run application. Notice that the bookmarks bar is unpopulated. Continue to stop and restart app. Notice that the bookmarks bar is sometimes populated, sometimes not.

Expected behavior The bookmarks bar should be populated in all circumstances.

• Operating System: Mac OS Big Sur 11.2.1 (MacBook Air late-2020, M1 processor)
• Wexond version: 5.2.0
• Last known working Wexond version: Unknown.

Hard to say why an arm64 build would not populate the bookmarks consistently. Could be a timing issue, threading issue, or a display issue. I'll be investigating this, any suggestions of where to look would be helpful.

Possibly there is a race condition in sending the IPC message before the window actually loads.
