Form - Selecting multiple items from a select list using keyboard-only

We are using multiple select lists in one our Web application for users to select multiple items from. There are keyboard challenges in selecting non-consecutive items in different browsers specifically in Chrome.

Would this fail the Success Criterion 2.1.1 Keyboard? or

If we provide instructions on the page on how to select multiple items from a select menu in IE and Firefox browsers would that be sufficient enough to comply with the Success Criterion 2.1.1 Keyboard.
