World Conquest works incorrectly with several leaders

Description of the bug
Some eras allow to get an additional unit with canrecruit=yes
. It would be logical if losing one of several leaders will not affect the game (as there is the commanders mechanic) but in fact losing any canrecruit=yes
unit results in defeat/triggering a commander promotion
Steps to reproduce the behavior

Expected behavior
If there are several canrecruit=yes
units on the field, losing one of them doesn't result in a loss/commander promotion
