Doesn't work when behind authentication proxy

Hi,

I'd love to use this plugin. Great idea! Unfortunately, I'm behind an Authentication proxy. So, I get a 407 error contacting API.

The thing is that I pass through cntml proxy settings to get all my plugins through Package Control. It's OK, it's working.

So, is there a way to let the Fetch Plugin rely on Package Control proxy settings if there's a 407 error and retry to download files / package ?

Currently the plugin doesn't accept proxy settings but I'm willing to add it in a future release.
