Add Quick Setting tile

In a perfect world, I would have a quick setting tile which would behave like this:

tile is off: Private location is running preventing apps from getting your real location GPS is turned off

tile is on: Private location is not running GPS is turned on

Reason for this is that you want to use a navigation app once in a while
