Have you tried doing a `bazel clean --expunge`? I don't often trust jumping between bazel versions with the cache intact, and that looks particularly suspect coming from the bazel_tools repo...

Ah, I see. They never generated an arm64 for that release. 4.1.0 should be good, update or close with the results of expunge.

This is an issue currently raised with bazel team at https://github.com/bazelbuild/bazel/issues/13573. It likely won't be resolved until someone on their side addresses it, as it's a pure build environment issue....
