Cleanup at inodes high usage

Now cleanup works only if disk high usage more than 70%, but ignore inode usage. It's a problem, if there is low amount of inodes on disk, and disk recreation is not possible.

Proposal: add to criteria of cleanup start usage of 70% of inodes, additional to 70% of disk space usage.
