Update 'no search results' error message Discover citations

Summary

In https://github.com/wellcometrust/reach/issues/548 we discussed an issue around helping the user understand that if they don't get search results in Discover Citations, it is not necessarily because the research publication doesn't exist, but because it is not on EPMC or it doesn't not have any citations in policy documents. Motivation

We need to ensure we have a consistent concept across the product, and help users understand this as easily as possible. It does explain about EPMC in 'About Reach' but some people won't read this and even if they do, they may not understand it out of context (was seen in user research sessions).

Proposal

Along the lines of.... No search results: This may be because: the publication is not in the EMPC database. Check by search for it on EMPC. the publication is in the EPMC database but does not currently have any citations in policy documents.

How do you think this should be implemented?

A simple update in the page HTML.
