JS table functions: Use comma delimited queries to the API

• Rewrite policyTable.js to query Reach API with term/field associations
• Rewrite citationsTable.js to query Reach API with term/field associations
• (If not done previously for use case 1: Rewrite search_api to handle these calls)

Acceptance criteria

• Both the citations and policy-docs search pages allow the user to send queries to multiple term and fields
• No regressions:
  • The results pages display a table containing said results
