Why

To better help users to navigate and orientate themselves within content-rich pages

Background

As part of user research study focused on usability of visual stories, there were some insights that the in-page navigation didn't always support users to find what they were looking for if there were lots of content (not easily scannable). Users also found it difficult to find other sections once they had clicked a jump link on long pages as the in-page nav was only accessible by scrolling back to the top.
