Add ToVL type-class

... to optics-vl as it's not dependency crippled.

EDIT: even it might not be that often needed in practice, it is a documentation device

I don't currently see a huge motivation for this, since we have the non-polymorphic conversions. I wouldn't object to adding it to optics-vl though. See also #105.
