According to [#6548](https://github.com/apache/cloudstack/pull/6548#issuecomment-1185534167), this issue does not exist in ACS 4.16.1 and vmware 6.7 this may be closed

Template reported as Ready/Installed only based on the template_stor_ref, ignoring template_zone_ref
