Transition to CMake

This is part of a larger project of mine aiming to bring cpp-optparse to several package managers. I have tried to recreate the Makefile as accurately as possible, and have not added any new features or changed the build process. Later, I was thinking about changing the way the library was built for ease of installing, but for now everything works the same way it did in the Makefile.
