Add parent-level heading to notes

Is it possible to add an org-noter note to a specific sub-heading? For example, if I'm on page 2 of a PDF, and have two notes to make, call them note 1 and note 2, can I do the following?

* HEading 1
** Note 1

* Heading 2
** Note 2
