No Pull Request for private fork

Hello, I've installed pull across my entire org. I have a private repository that forks another private repository. I updated the upstream repo to have a new commit but I haven't noticed a pull request. I also tried manually requesting the sync but that didn't help

Is private repo => private fork (in the same org) supported?
